Job Description:
The OCM Designer and Developer Contractor for client is crucial for advancing readiness,
adoption, and compliance within client IT framework, with a focus on data governance and
organizational change initiatives. This role ensures that faculty, staff, and students are well-
prepared for new data governance structures, technology updates, and regulatory changes
that support client's academic, research, and operational goals. Approximately 75% to 85%
of this role involves implementing organizational change management plans aligned with
(USG) policies, ensuring community readiness and compliance across IT initiatives. Under
direct supervision, the OCM Designer and Developer Contractor will plan, design, develop,
and assess learning resources, training programs, and communication strategies to support
organizational change and data governance. Utilizing a variety of multimedia tools, including
video, web-based training, and document design software, this position will create resources
suitable for online, hybrid, and in-person formats. Regular interaction with faculty, staff, and
IT stakeholders will ensure that change management and data governance objectives are
met effectively and collaboratively.
Organizational Change Management Responsibilities:
Job Duty 1: Design and implement learning and development plans to support major
IT change management projects, detailing change specifics, measurable objectives,
and deliverables that include success metrics, phased timelines, and
adoption/resistance management strategies.
Job Duty 2: Collaborate with OCM and project teams to track and assess change
progress throughout project lifecycles, focusing on adoption rates, change utilization,
and proficiency in new processes.
Job Duty 3: Develop instructional web and media-based learning materials, including
training modules (using Articulate 360, Vyond, Adobe Captivate), job aids,
knowledge articles, video demonstrations, and PowerPoint presentations.
Job Duty 4: Build and execute stakeholder and community outreach plans that align
with change communications and learning activities, including town halls, focus
groups, usability studies, and community events.
Data Governance & Discovery Responsibilities:
Job Duty 5: Develop a comprehensive OCM strategy for data governance initiatives,
encompassing goals, objectives, timelines, milestones, and program branding, with a
focus on measurable outcomes.
Job Duty 6: Design, create, and support the delivery of prioritized OCM artifacts to
facilitate data governance objectives, including detailed guides, quick-reference aids,
training modules, and a toolkit of reusable materials.
Job Duty 7: Produce targeted training resources such as interactive videos,
attestations, and quick-reference job aids, ensuring accessible knowledge transfer
and compliance readiness.
Job Duty 8: Establish a comprehensive communication strategy using a web
presence, ServiceNow, OneTrust, and Microsoft Teams to engage and inform the data
governance community.
Required skills:
Proficiency in creating engaging, interactive training modules and resources using
tools like Articulate 360, Adobe Captivate, and Vyond. Ability to design instructional
content for diverse formats (online, hybrid, and in-person).
Advanced skills in multimedia development (e.g., video, web content, interactive
modules). Experience in creating web-based knowledge articles, job aids, video
demonstrations, and slide presentations tailored to different learning styles.
Demonstrated experience developing and executing change management strategies,
including adoption and resistance management, with an emphasis on data
governance or technology transformations.
Preferred skills:
Experience working in a higher education environment
Qualifications:
Bachelor's degree in a related field or equivalent experience.
Strong background (4-6 years) in organizational change management and/or data
governance in a tech-driven environment
