Description

The Business Analyst – Land Management is responsible for providing subject matter expertise for the City’s Land Management, Permitting and Work Order Management systems and for developing the functional requirements, testing training, implementation and support artifacts specific to the Land Management application portfolio in close collaboration with the business domain and business subject matter experts.
Create and maintain the strategic partnership between business stakeholders and Customer IT delivery.

Qualifications:

  • BA/BS in Accounting, Finance, Business Administration, Marketing, Information Systems Management, Computer Science or related field, or an equivalent combination of education and/or experience
  • 4 to 6 years of related work experience with progressively increasing responsibility
  • Local government experience strongly desired
  • Knowledge of Land Management / Permitting COTS applications such as Accela Civic Platform strongly desired.
  • Knowledge of work order management systems such as Lucity desired.
  • Has participated end-to-end in an average size Permitting or work order system implementation in the last 3 years.
  • Advanced knowledge of SDLC methodology
  • Advanced analytical, project planning, negotiating, interpersonal, and communication skills (written and oral)
  • Advanced proficiency using various Microsoft Office products – Visio and Project.


Responsibilities:
Technical Leadership, Strategy, and Management:

  • Assembles, analyzes, and represents customer business requirements.
  • Collaborate with internal and external customers to elicit their business concerns and develop workable solutions
  • Participate in planning initiatives, feasibility studies, cost/benefit analyses, and new applications requirements
  • Act as the liaison between the Customer business units and the IT support staff responsible for coordination of activities with application analysts and support staff.
  • Work with customers to prepare test plans, scenarios and data
  • Oversee user acceptance testing, develop user guides, provide user training, and support the user in the development of work processes
  • Understand, document and manage business, functional, and data flow requirements
  • Provide day-to-day operations support, research and resolve problems associated with application transactions or processing.
  • Translate stakeholder requirements into various documentation deliverables such as functional specifications, use cases, workflow/process diagrams, and data flow/data model diagrams
  • Ability to manage small projects an initiatives.
  • Vendor management
  • Work with outside Consultants and solution providers on business issues and solutions.
  • Foster and maintain good relationships with customers and colleagues to meet expected customer service objectives.
  • Participate in the life cycle of a new product by researching the product specifications, providing input to the profit/loss analysis.
  • Coordinate implementation projects with various business units, functional areas and/or vendors
