Key Responsibilities:

  • Profile and analyze undocumented data sources to identify overlaps, gaps, and integration opportunities.
  • Develop golden record strategies to merge duplicate entities into a single verifiable record.
  • Work with stakeholders to develop data standards that will conform disparate data fields to a uniform set of values for public use.
  • Define and maintain data governance plans to ensure continuous data quality and consistency.
  • Serve as the ODA project lead in cross-division project planning and scheduling.
  • Facilitate stakeholder meetings to gather, document, and refine business and data requirements.
  • Develop and manage data dictionaries and metadata to support transparency and interoperability.
  • Collaborate with technical teams to translate business needs into actionable technical requirements and data specifications.
  • Monitor data quality metrics and contribute to issue resolution workflows to improve the reliability of shared data assets.
  • Develop data analyses, reports and dashboards that help communicate data metrics to a diverse audience.
  • Perform special projects and initiatives as assigned.

Mandatory Qualifications:  (MUST MEET ALL AND BE DOCUMENTED IN RESUME)

  • 8+ years of experience of data query and analysis using SQL, Python or R.
  • Direct experience working with government agencies to profile undocumented data sources.
  • Direct experience managing data or requirements for master data management (MDM) solutions involving the entity resolution of people, organizations or locations.
  • Understanding of key MDM concepts and use cases within the public sector.
  • Strong knowledge of data governance principles and best practices, including data quality, stewardship, and metadata management.
  • Business analysis expertise, including requirements gathering, process mapping, and stakeholder engagement.
  • Knowledge and experience managing large public sector data integration projects.
  • Familiarity with federal, state and local data privacy laws.
  • Excellent communication and facilitation skills, with the ability to bridge business and technical perspectives
