If they are currently in Wisconsin and have a working history in the state need 8+ years in the following:
On-Premise Microsoft Systems Administration 
Azure Cloud Solutions Systems Administration 
Modernizing infrastructure to hybrid on-premises/cloud systems
Configuring and administering authentication services
ACL administration
Hybrid network communications
Compliance-driven workflows
Troubleshooting skills in multi-tier systems

If they would need to relocate to Wisconsin, I would want to see the above items PLUS:
Setting up hybrid infrastructure for web services / APIs and microservices using IIS and cloud native services.
Familiarity with legacy and modern technologies, enterprise-level system design, and automation.
Network hardware (routers, switches, and firewalls), their configuration, maintenance, and lifecycles
Virtualization
Monitoring Software -- Server, application, and network
