The scope of the proposed services will include the following:-
• Review current technology (hardware and software) used for managing agency records and recommend any changes needed to address inefficiencies, maintenance issues, scalability, recoverability, and security risk including: o Agency scanning capability;
o Document repository and indexing;
o Identify all methods of document creation and acquisition;
o Integration of other systems;
o Searching, retrieving and sharing records both internal and external;
o Tracking document lifecycle for both electronic and physical records;
• Participate in all data gathering sessions;
• Provide a gap analysis of current technology to future needs;
• Estimate cost and effort of future state.
Expertise and/or relevant experience in the following areas are mandatory:-
• 10 or more years’ experience with Software Engineering;
• Degree in Computer Science or equivalent;
• 5 or more years' experience with document management development including scanning, indexing, storage and disposition of records;
• Knowledge of document management systems, experience with data entry, file organization, and familiarity with relevant compliance regulations,
• Implementation of custom API processes;
• Support of document capture software; Kofax Capture, IBM Data Cap or similar;
• ECRM implementation experience; Hyland OnBase, IBM FileNet, Oracle, MS SharePoint or other;
• Strong analytical skills to identify current technology use and effectively recommend alternative solutions;
Expertise and/or relevant experience in the following areas are desirable but not mandatory:-
• Experience with state government records management programs is a plus;
• Experience with Office of Technology (OTS) Enterprise Architecture is desired.
