Senior Application Developer

The Pennsylvania State Police (PSP) seeks a Senior Application Developer with deep expertise as a Technical Architecture Specialist to assist with the CLEAN Project. The resource will design, develop, and implement technical architecture for enterprise-level systems and work collaboratively with internal teams, ensuring strong application performance, scalability, and reliability.

Key Responsibilities:

• Define and document technical architecture, including software, hardware, and system environments.
• Coordinate technical design and development with Application and Test Teams.
• Lead detailed technical design and code reviews.
• Ensure technical solutions meet business requirements.
• Analyze and document technical requirements and impact analysis.
• Plan and manage deployment schedules, resources, and risk management.
• Develop technical programming standards and enforce their adoption.
• Create test plans and acceptance criteria for technical components.
• Lead troubleshooting and resolution of technical issues across applications.
• Perform integration of various architectures across multiple enterprise systems.
• Maintain and enhance system documentation, policies, standards, and KPIs.
• Drive continuous improvements for network, compute, and security operations.
• Work closely with Executive Sponsors, Group Leads, and Functional Architects.
• Lead knowledge-sharing and cross-team collaboration on technical architecture best practices.

Required Skills & Experience:

• Proven experience in the development and support of large, complex, mission-critical enterprise software systems.
• Strong expertise in:
  • Solution Management Applications
  • Object-Oriented (OO) Concepts and Design Patterns
  • TFS (Team Foundation Server) build and deployment processes
• Ability to independently troubleshoot, resolve complex technical issues, and mitigate risks.
• Solid understanding of operational network, compute, and security systems.
• Experience planning capacity needs for large-scale enterprise environments.
• Expertise in creating and maintaining architectural documentation and system troubleshooting guides.
• Strong ability to develop, measure, and report on KPIs.
• Excellent communication skills to collaborate with multiple stakeholders.
• Strong team-building, customer relations, and vendor management abilities.
• Ability to work independently and manage time effectively.
