• The contractor shall provide 650 in-person site visits over a 12-month period of performance with the option to procure additional in-
person and virtual site visits. The contractor shall conduct site visits at health center locations across the United States, territories, and freely associated states. Site visits shall be conducted in person or virtually, with guidance communicated in the technical assistance (TA) request.
• To effectively support these primary health care programs, a variety of compliance assessment, performance improvement and consultative services are imperative. These services support health centres in maintaining compliance with Health Center Program requirements and funding stipulations and help to advance health center programmatic and clinical performance.
• Furthermore, these services enable the client to assess the operational status, needs, strengths, and challenges of the contractor and their programs.
• Additionally, these services facilitate consultations for potential programmatic improvements and problem prevention and mitigation.
Position Requirements:
• MANDATORY for Oral Presentation: Must lead the technical presentation and demonstrate understanding of all contract requirements
• Oral Presentation Role: Will present the technical approach, methodology, and management strategy for all SOW tasks during the 60-minute oral presentation
• ONLY Resume Required: Must be submitted with PowerPoint slides AFTER oral presentation is scheduled (not at initial submission)
• Background Investigation: Non-sensitive moderate risk T2S required
• PIV Card: Required for HHS facility access
Essential Functions:
• Lead overall contract performance and client relationship management
• Coordinate with the client Contracting Officer Representative (COR)
• Manage 650+ site visits annually across the US, territories, and freely associated states
• Lead monthly status meetings and deliverable submissions
• Ensure compliance with all contract requirements and federal regulations
Required Qualifications:
• Education: Bachelor's degree in Business Administration, Healthcare Administration, Public Health, or related field
• Experience: Minimum 7 years of federal contract management experience
• Healthcare Experience: Minimum 5 years in healthcare program management, preferably with HRSA/BPHC programs
• Security Clearance: Ability to obtain and maintain required background investigation
• Leadership: Demonstrated experience managing large consulting teams
• Travel: Ability to travel up to 25% CONUS and OCONUS
