The Texas Health and Human Services Commission (HHSC) is seeking a Project Manager 3 to join its Administrative Applications team. This role requires managing large-scale projects using Agile methodologies, overseeing the design and development process, and ensuring that project progress aligns with timelines and business goals. The Project Manager will work closely with business and technical stakeholders to ensure successful project delivery.
This position will offer 3 days remote work per week, with 2 days onsite (Monday-Tuesday) at the specified location in Austin, Texas. Candidates must already reside in Texas.
Key Responsibilities:
Project Management: Oversee and manage the project using feature-driven Agile methodology (Scrum). Track development progress and ensure alignment with project timelines.
Plan Development: Develop and manage project plans, ensuring proper documentation of risks, issues, and contingency plans. Resolve issues and remove project barriers.
SDLC Management: Oversee the development of SDLC artifacts, ensuring that business requirements are translated into technical specifications. Guide and facilitate the SDLC process.
Communication: Provide weekly status updates (written and verbal) to stakeholders and conduct regular project team status meetings.
Stakeholder Management: Build and maintain strong relationships with project sponsors and stakeholders. Communicate complex technical designs and business processes clearly.
Teamwork: Promote strong teamwork and collaboration within the project team, transferring working knowledge to current staff.
On-call Support: Provide technical support during work hours and on-call support as needed during certain project phases.
Presentations: Develop and deliver presentations to leadership and oversight entities as required.

Project Management for large-scale enterprise implementations – 8 years (Required)
State of Texas or Similar Federal/State Project Management Experience – 8 years (Required)
Development Experience – 8 years (Required)
PMP Certification – 5 years (Preferred)
State of Texas Project Delivery Framework Experience – 5 years (Preferred)
Agile (Scrum) Experience – 3 years (Preferred)
Salesforce Experience – 2 years (Preferred)
State Procurement and Contracting Experience—2 – 2 years (Preferred)
