IES is looking for technical PM with domain knowledge of IES.
This position will report into the IES Project Management Office, being led by the IES Project Management LEAD. Daily activities will include, but are not limited to:
- Provide leadership and oversight to other IES project managers and execute on the overall mission and vision of the IES program from a project management perspective.
- Defining and managing project scope, schedule and budget, managing project schedule and budget variances, and providing implementation alternatives to mitigate project risk related to scope, schedule and budget.
- Proactively identify, assess and mitigate project risks across the project stakeholder community.
- Follow the IES established change control process;
- Managing project teams following the systems development life cycle including the business requirements definition, technical design, code development, system testing including unit, system, performance, etc., deployment and rollout including training and pilot implementations.
- Managing all aspects of the project including risk, issues, communication plan, decisions, actions, and project interdependencies.
- Managing resources in a matrix management organization and collaborate with senior management on resource allocations based on project priorities.
- Lead project groups within the IES Program and across stakeholder groups.
- Facilitate meetings clarifying business and technical requirements and decision making.
- Collaborate with project stakeholders including project team members, state agencies, and Social Service Districts ensuring project objectives are understood and roles and responsibilities are well defined
- Oversee and coordinate Systems Integration vendor implementations including scope and methodology adherence, resource management, deliverable review and approvals, and progress reporting.
- Reporting to Project Management Lead and responsible for providing regular project status reports to IES Program Director, as well as, Project Sponsors, Steering Committees, and other governance bodies.
- Other duties as assigned.
Qualifications:
- Level III- More than seven (7) years of experience working on complex projects with 2 or more years in a leadership role as a Project Manager
- Minimum 12 years’ experience as a PMO Project Manager and experience working in a PMO supporting Health and Human Services, Eligibility system supporting at least one of the following domains: Medicaid, Public Assistance, SNAP, HEAP, or Child Care with proven experience in data conversion and data modeling, Including working with Legacy systems, ETL teams, and validating data quality
